About Us

Our Mission

To facilitate and organize disaster/emergency preparedness awareness in the city of East Palo Alto and neighboring cities/neighborhoods before a disaster or emergency event. Working alongside and receiving training support from our local first responders is what helps us build a more prepared and resilient community.

rEPAct formerly known as EPA CERT is a part of a local group of volunteer residents that live in the city of East Palo Alto and neighboring Belle Haven neighborhood in the eastern part of the city of Menlo Park.  Trainings are instructed and supported by Menlo Park Fire Protection District CERT program.

rEPAct sub-teams are neighborhood based. The purpose is to facilitate organizing each neighborhood response to a disaster in the city of East Palo Alto and/or neighboring city before a disaster happens in order to keep our communities safe before, during and after a disaster.


Each Neighborhood within the cities and the district have identified, trained CERT members. Those community members have been trained by the Menlo Park Fire Protection District CERT Program and have agreed to volunteer their help – if they are able - during a disaster. Some CERTs also are HAM-licensed which is helpful for radio communications during the disaster/emergency event.  Each neighborhood’s CERT members are contacted during an incident and asked to convene at a designated rally point. The CERT teams then set up a command structure and make use of staged equipment to provide Community & Public Safety support as requested (radio communications, neighborhood information gathering medical triage, and volunteer management
